Budva is on the sea, but that doesn't mean every restaurant will automatically offer quality fish. Signs of a trustworthy establishment:

Price is listed per kilogram, not per portion - standard for fresh fish
They show you the fish before cooking - norm in serious restaurants
Menu includes sea urchins and oysters - sign of high turnover and freshness
